As I understand, the DNC funds cannot be used for the campaign, but I'm guessing they push collections now because the idea is fresh on people's mind. After their convention, each candidate is given an equal share of money from some central pool to use for campaigning.
Of course, "independent" groups can still do some campaigning via "soft funds", but I think there's a time restriction on that as well.
