It's from James Blish's _Cities in Flight_, in case the source wasn't attributed. :)

Entire cities take to space travel from Earth - those that can find work do so - those that don't... go bindlestiff, preying on other cities.

Like, say, bein in theyr citees, steeling theyr zpms.
